Subject: [PATCH] Remove the Susquehanna @ Sunbury header strip

The sunbury-flood pipeline is retired and api.c0smere.net/sunbury/forecast
is gone. The strip was fail-closed, so it was already hidden; this removes
the dead markup and fetch.
