canbus: MikroTik WiFi presence — router + integration wired

Browse Source 
Chateau API bound to the Pi only, read-only homeassistant user,
mikrotik integration live. Phone trackers get enabled+renamed on first
association (documented in HANDOFF).

as disabled-by-default `device_tracker`s keyed by MAC. **Remaining:** when
Wes's phone first associates with OmnissiahsReach, enable + rename its
tracker to `device_tracker.wes_phone_wifi` (same for Lindsey's iPhone →
`device_tracker.lindsey_iphone_wifi`; an ambiguous `iPhone` DHCP lease at
.155 / `22:1E:E1:E0:1E:3B` may be hers or Brody's). The wifi presence
sensor flips from `unavailable` to live on its own once the renamed
trackers exist.
